Spring brings renewal, and for state DOTs--and the men and women of the construction trades--this is the season to catch up on all of the important repairs and maintenance projects that winter weather prohibits. Ordinarily, this would also be a time to roll out upgrades and new projects that solve larger transportation challenges.
But until Congress passes a transportation bill, our nation's highway departments and transit agencies face too much funding uncertainty to plan for tomorrow. That means that they can't commit to projects, which means that contractors, workers, and their families all pay the steep price of that uncertainty.
