As the post-tropical storm Sandy continues its path through the Northeast, residents of affected areas should note that President Obama has declared states of emergency in Virginia, Maryland, West Virginia, Delaware, Connecticut, Massachusetts, and Rhode Island, with major disaster areas declared in New York and New Jersey.
